There is no limit set as to how many times one can sit the PTE test.
But, there are some rules in place. For example, candidates cannot book more than one date at a time. So if you booked a date for September, to be on the safe side, you cannot book another for your plan B as a back-up date in October. You need to sit the first test and receive your test score to be able to book for another.
The other rule is that while you are awaiting your PTE test result (score report) which may usually take 2 hours to 7 days, you cannot book another date for sitting the PTE test. This is again in line with the first rule that candidates cannot book two dates at the same time.
A record holder
By the way, the highest number of times I have seen a student sitting the PTE test is 40. This student from Malaysia studied by herself and sat the test only missing her target score of 79 each by 5 points or so in writing.
